Xerox also reducing outsourced development heads

Xerox is telling it's development "partner" (outsourcer) which people it doesn't want after X months in site Y. Doesn't count as a headcount reduction as they aren't directly employed by Xerox.

Isn’t “outsourced development” itself a sign of late 90’s thinking? Before quality, continuity, cost of change became documented issues? Not to mention inability to rationalize an app portfolio. Or the now well accepted inability to prevent loss of IP. If we are to be a tech powerhouse then dev must be a core competency. And core competencies are only outsourced at failing companies, for these and other reasons.
