Whole development process is broken

I'm in SP. It's not the engineers. Impossible to do a good job when whole development process is broken: sanities, SMU, SIT and BIT tests, slow and useless manual QA process. Too much effort and attention is spent on the process.

I mean this is insane, all networking protocols should work the same way across lineups, but there is no unified testing framework.

Development process is the responsibility of the management (VP, directors, 1st and 2nd line managers), who are unfortunately not very capable ((((

My former reporting chain in bgl has a incredible 4 levels of managers topped off with a new director.

More often than not 1st line managers themselves are clueless about what works and what not. 2nd level on-wards are merely place holders acting busy, spending almost entire time in useless meetings, status collection and bi-directional email forwards. If you've noticed, none of the improvement inputs/feedback come from 1st line and above. This situation is especially prevalent in low cost centers - every group / every department. Unless positions OP mentioned above are thoroughly cleansed, there is no hope of becoming technology company again.
