As it is reported in the article, Oracle announced that it was hiring the CIO of the city of Palo Alto as the new leader of the public sector division. According to the article, he will take his position at Oracle starting December 17th.

I would expect it to go the other way. If the guy is good and wants to actually do something, he will leave once he understands how corrupt Oracle is. If the guy is lazy and just wants a job where he doesn't have to do anything, then he'll be in for years.
