This is a typical situation when profit is the higher goal. The stockholders want profit. They run the show until you can't support the safety to the public. When the results cause financial and death to the public that is when it will change. The employees will attempt at all costs to prevent this even at the cost of their own lives and future. They know if they don't they will be blamed for any failure. It is how it has always been, nothing new.
