Anyone who gets laid off gets rated 100% for bonus.

From Q&A documentation HR provided to those offered voluntary that involuntary will remain employees through Feb 2019 with separation on March 1. Those laid off will receive Team GM subject to performance bonus. This probably a reason why there were not many people who took the voluntary severance. There was no difference other than self selection to ensure you could do an early retirement or get the package if you wanted to look for other opportunities.
That not what I heard yesterday... Unless your talking about the 2019 Team GM. For 2018, if you get let go before your payout, you don't qualify.
