Remember that after the September 2017 nonagreement voluntary and involuntary force reduction was done lying Lance sent out that email saying that those who were left were the ones they “wanted to move forward with”
Take a look at what PSR did to the headcount at CN, CP & CSX. UP has a long way to go.

The only time forward any can say done for year, now started down this path is 55 operational ratio or below. That will not be seen till 2024-25. There will ALWAYS be decision makers now till the end that argue pushing harder, faster, more. Kicked off by few they now have responsibilities with this path and this part, how hard to drive now, is almost completely out of even that few's hands. Life of it own, and can not happen fast enough now.
That is why Fritz proven a liar, oct. of last year, suggesting no more in the 4th quarter and then there were. Pressure forced things he had no intention of when he spoke. He spoke too soon. was never under his control alone, he got over ruled.

The Execs are known for saying one thing and doing another. You cannot count on anything they say.
Sadly, it appears that the good old boys network decides who stays and who leaves based on popularity, as if they are still in high school. It's too bad.
I am hoping they offer another volunteer opportunity to leave and get severance. If they do, I won't hesitate this time. I believe a whole lot of people will want out.
