Why don’t we do away with so much managers if they keep on giving team leads more and more responsibilities and then just go ahead and give them a raise

Yes, they got 2% raises, unless they were capped out, but it was the yearly raise that hits mid-Feb every year since 2016. They didn't receive a raise for extra responsibilities they will be taking on.
They probably will.
Team leads did just get a raise (2%).
