They will wait until there's an accident that PTC could have prevented. Then they'll get back on it.

THIS! I can see the press release now - “Union Pacific’s thoughts are with the families involved in this terrible incident. We will continue to investigate the cause [find a way to blame the crew] while we continue to work towards improved safety [find a way to legally protect us while implying that PTC would not have helped].

Many subdivisions in Texas do not have PTC.

They got rid many PTC people. They will wait until there's an accident that PTC could have prevented. Then they'll get back on it.
