Layoffs have been happening daily within XBS as offices have been closed. I don't think a specific date is going to change anything. There will be layoffs on the 28th, just as there have been on the 27th, 26th, and so on.
Pretty much what @XJkxe8M-mvw said. People are being laid off all the time. Two here, one there. The only difference that a specific date could bring is seeing more people laid off at once. Which in my opinion is preferable to constant ax over our heads.
