My understanding is that large layoffs will no longer be done and smaller ones will be hidden under the guise of "reorganization" etc. This avoids bad publicity etc. I've already seen it happen recently...My recommendation is to buckle your seatbelt and make sure your resume is up to date.

Low cost GEOs are unreliable and end up being costly. Jettisoning tenured employees is a Lose/Lose. Keep the awesomeness you have and pay more for it. Find a way to reap the value of experience.
Yes, I agree, plus older people are too expensive for Intel to keep them, and we have to combat with our diluted share price that doesn't go up for the last several months. We really have to cut on salary expenses.
It is not about shadow layoffs or any geographical layoffs or a new ACT 2, it is all about the layoff of older 40+ people across Intel and replacing them with younger 30 year old people. We just want to make Intel looks younger. Younger people are smarter as the youngest Facebook CEO Zuckerberg once pointed out.
In Israel it is not easy to layoff people. The guy from Israel told me that if they even do not show up for work for two months nobody layoff them. There are some local rules in Israel to protect peoples jobs.

Last year the Eindhoven team was closed infact the enindoven office just has the icdg now which will also be shut down soon
Same is the case with the Finnish site ... Icdg will be the only team remaining there may be around 30-50 people rest all gone
Now in Israel Haifa also there is a cutdown in multiple groups ... But fortunately most of them are shifting to different groups within Intel for the rest it's outside of Intel

Real news there are no massive layoffs and "ACT". It's only reorganization and restructuring which will cause site closures and layoffs and it will be throught the year
Mainly starts in January of each year and by March the required people are shown the door in Europe they will have time till June/July
