The Titanic, otherwise known as wireline, continues on its meandering death spiral. Hearing from the open-space-loud-HR-dudes in BR that an eisp, targeted rif in voice and FiOS, and potential 2nd VSP for just those folks may be on the table in 2019. What say you?

You cannot RIF wireline union workers,you may offer a esip to them.
I'll agree with the OP, the open floor plan had been spectacular in finding out how fscked everything is elsewhere in the Enterprise
I'll bet 90% of the people at BR (including the OP) don't have a clue that their cell phone call gets routed over a WIRELINE network.
The Federal section of wireline is growing year over year, maybe the Fed's know something that should be used elsewhere
EISP possible, second VSP out of the question
