So my manager got assigned to do that, i wonder why. she doesn't look happy that they made her do that.

I was terminated by a manager and HR person. The mgr wasn't even in my mgt chain, which did surprise me. That person looked like a wreck, I honestly felt so sorry for her. Some may get a high off of layoffs, but certainly wasn't my experience today at GM.
Trust me my manager hates it. He looks rough.

Standard corporate management technique forced upon mid-management to prove they are heartless. If she/he shows any weakness, they are out they will never climb the corporate ladder. Consider it a frat initiation process.
This happened too in my area. However there aren't really any signs that they might pull this sh-- show further like that.
