I think these "new 1000 jobs" are just for the new homes for all of the laid off workers from the Detroit Hamtramck plant and Warren transmission plants.

So, any others who were laid off didn't have a chance.

I don't think that's a surprise. During the Lordstown/Oshawa/Brownstown announcements GM stated there were 1000-1500 jobs in the Flint plants.
