All of the above, and a few more. People make those calls so it differs case by case. Some groups may be culled root and stem ordered from above like closing a whole shop. Other orders may come down asking that a list be gathered of weakest links understanding a certain % of all workers need to be on that list or your name may be on your supervisors list next. They want G55, that should be obvious, it was never any joke. What every needs done forward to get to that, that is what is expected decided by C-level and any below. It is a C-level commandment down, management at any lower level doesn't decide per-say. They do what demanded next or understand they themselves viewed the weakest link higher up the chain. "pick between your children, sometimes disavow that whole large group of your family" It is like that. No one is enjoying it trust you me. It is like dissection of your known family, one small cut at a time, next round rules change, till we reach G55 targets. That bad guy, that bad. There a reason you see people like Tennison suddenly reevaluate and just walk away from it all. It is a relief mechanism to distance from what must be done forward to continue on. It is not an easy work, there simply is no choice till you walk away too ending your own ordeal.
