In the way they are doing this they are just cutting costs and giving up on talent, the very people that have the potential to bring actual value to the company, while the source of the problem isn’t touched. Who do they think they’re kidding? Have they stopped and asked themselves the question whether Oracle can even operate efficiently with a reduced headcount and how long will it take for the cheap newcomers to start bringing value to the company?

Oracle is a sales company with some software in tow - not a software company. They have given up the innovation game years ago. Their goal is to put out the bare minimum product, and then let their sales teams sell it to Enterprise executives scared of small startups or open source (perhaps rightlfully so?) over some expensive wine and meals.
I mean, a CTO could use Postgres, but no one gets hired to the C-Suite for saving money on licenses. After all it's nice to go to SF for Openworld and feel important in San Francisco. Is Apache going to do that for you? Heck no.
in my area, we certainly do not reorg every 2 years. its been many years since there's been a serious reorg in my area. one good reason for reorgs is to cleanup the mess created from all the acquisitions. we make a mess of our teams and management structures and organizations with duplication of efforts and unclear responsibilities and no clear leadership. a reorg is often a chance to clean that up.
Why do we restructure?
Because the layers of useless management really have nothing to do, so they "reorg" to pretend that they are doing something useful. I have seen a lot of promises given to employees before reorgs only to find that nothing actually improves afterwards. Reorgs are just fake gestures from too many inept managers/directors/VPs.
It is the management that need to be purged and cleansed. Corrupt management who reward loyalty over competence is the real reason why Oracle can't function.
Purge from the top. When you let the "yes"-men management remove people who understand the underlying technology for applications, you are just undermining the entire organization.
The corrupt management work for themselves, each one against the other, in a battle to be the last managers standing in a worthless company.
