Does a promotion mean safety from layoffs? At least for a while?

Of course not, once promoted you loose your contractual rights and have no protection. Some feel they are smarter than the average bear and choose too run the gauntlet seeking the brass ring however most get taken out in short order let alone reach the ring. That being said If promoted to above 3rd than yes you are probably safe due
to the "Peter principal" and the general untouchable nature of those there. Just look at many of the recent corporate failures orchestrated by the higher ups (Marni in particular) and the harm caused yet they are just sent packing with a nice sack of money. So if you can pull off such a ruse God Bless you, otherwise no. A promotion will just quicken your demise. Enjoy your 5 weeks vacation pour money into your Kplan ad to your pension credits and retire on your terms with steady and secure employment that ends when you wish it to.

No promotions don't protect you. I know of 2 individuals that were laid off not even after 3 months on the job. This has occurred many times over the years. The saying is "last one in is the first one out". Your leadership rather stay with who they know than the new person on the team and no history.
It buys you a year at most. They used to give about 12 months of immunity to newly made management or newly hired management for firing or layoff. A new hire usually would be safe for longer. A promoted individual not so much.

On the contrary a promotion is likely a deathknell.
As a former AD it’s one of the worst and most needed roles in the company...you deal with the stuff from below and insulate the top while not getting that BAND 5 LTI and STI

Not at all. Higher pay = bigger target on your back. Hopefully you were not promoted to an AD, the most expendable position in the company.
Not really. I know people who were promoted and shipped out to Infosys within the year.
