I'm a Senior Engineer laid off on Mar 21, 2019. There is a 60 day rule saying I can stay in the US for 60 days and can transfer my H1B to some new employer , and after 60 days say May 21, 2019 I'll be out of status and would need to leave the US. What is the exact rule and how long I can stay on in the US?

either H1B or local..every one goes through the same process of rigorous interviewing etc before they are selected for the job.. If they cannot find a qualified white , then they'll pick the H1B.
H1B is hard to get these days, unless the job is highly paid and specialized. Oracle doesn't really need any such specialized workers any more ..its for people close to retirement or under performing engineers who want to stay on as they cannot interview and get into Top tier companies!
It's not H1B or local White. They don't have any successful services or products except the Oracle DB and MySQL which also customers are looking to discontinue and use managed DB services on cloud providers like AWS. so eventually every one will either be let go or they'll move out to real product companies. how will a company survive with all failed products and out dated services? It's dead meat!

Americans.. Please make a note that most of yours favorite job is in MacD or Pizza Hut. Oracle or any MNC does not need people who can deliver pizzas or burgers. If you all were educated enough, there was no need to have H1Bs coming to take your jobs. Those jobs were meant for you, but you are not qualified enough to work there.! Simple math!

You are right, after May 21st you're in illegal status in US. Actually, this 60-day 'grace period' will give you enough trouble next time you apply for visa/gc/h1b-transfer stuff, and get RFE, some chances of getting rejected.

You are already out of time unless you already have a verbal offer. By the time the company does background checks, get the formal offer out and their lawyers file the paperwork....

Looks like the H1B is not safe either. Its not enough to exploit a cheaper than US worker. When the division is not making a profit, even a cheap salary is a cost to be avoided.
