I’m a cloud employee, and I see layoffs left and right, not to mention people leaving on their own. Definitely the headcount is shrinking,so I was wondering if there is any information about how much Cloud employees were let go, and what is the leadership’s plan regarding how much workers will Cloud count in the future?

You are totally wrong. how do you think about the cloud and db techniques of google from? Github have tons of open source code and most of the sw has the opensource version. Do you think RD center of other countries do not stolen the IP of oracle's out-dated techniques?
The reason of closing CDC is due to the controdiction between China and US.
oracle is closing all of its R&D centers in china because too much of its intellectual property is being stolen by the employees there
