Oracle is a sales company with some software in tow - not a software company. They have given up the innovation game years ago. Their goal is to put out the bare minimum product, and then let their sales teams sell it to Enterprise executives scared of small startups or open source (perhaps rightlfully so?) over some expensive wine and meals.
I mean, a CTO could use Postgres, but no one gets hired to the C-Suite for saving money on licenses. After all it's nice to go to SF for Openworld and feel important in San Francisco. Is Apache going to do that for you? Heck no.
