Based on what criteria they are choosing people for layoff ? In some team I could see 20% people are kept. They seem to be randomly choosen. My manager says this time its not in his. So how the upper management is deciding whom to keep whom to let go ?

Layoff dot com is stooge talk and nothing more.
Of course it’s a numbers game. O does layoffs to save money. Period. Layoffs used to be largely temporary, to ease finances thru a slow period. A generation ago. Now it’s expected for them to jettison emps to balance the books. The definition and usage has shifted.
The people I know were top performers and long time employees. Seems it's a numbers game.
One criteria is working on a legacy product not selling which will result in the entire team being RIF'ed. That happened to me. No regerts. Not mad. I was ready to move on. Oracle and Sun were good to me and my family. Thanks Big O for the skills and people I meet along the way. Be Best.
