Forget the soft corporate 8 week gigs where they will work under VLSS Black Belts, trying to reinvent the corporate wheel. It's been worthless the last few cycles. No real ideas which have been put into practice have come from them the last few years.
Since there is peace with the unions until 2023, put all of them in pole climbing and inside wiring school just outside of Ashburn. The facilities are there. They will learn a valuable trade that pays well and positions themselves for a long term job with VZ or any of a number of their competitors.
Laugh now all you want, but these are the positions the company will need in the future.
