Yes they can. I did. It's simple, call the hiring manager and say "this person is a huge problem and I'm going to put then on a plan". The other manager is supposed to keep the conversation private and not share the impending plan. When the transfer doesn't happen the current boss blames the prospective new boss. Happens all the time.

I believe they can block you for 3 - 4 months based on being justified by 'business needs'. I know an AS engineer who got blocked for 3 months based on there being nobody to replace him.

I watched a high-performer blocked from an internal transfer. Essentially organizations within Cisco, do not want other organizations to know how corrupt/incompetent they are. Most departments within Cisco are built on phony metrics and buzzwords.

in my case (bgl), my transfer was black holed for 4 months with no news and HR stonewalling the hiring managers queries. it finally took a missile from the SVP of the hiring BU to unblock and let it through.

so i feel the relieving director/VP can play some tricks for sure.

I had already served 2 yrs in that BU and had E+ ratings both years(from a good manager who was kicked out by the schemers).

No, they cannot. Your current manager might try and slow down the transition, but the general rule from HR is to complete the entire process within two weeks of you giving your notice to your current manager.
