This is actually true, just very poorly worded. I have a copy of the email. The email is from a Donna Harris from a .Gov emails. To D. Davis at UP.com
It reads as follows:
Good aftcmoon Mr. Davis:
The Arkansas Governor's Dislocated Worker Task Force has received notification regarding the upcoming layoffs within the region at UP. I
am sending this email to offer our services and provide information about our program. The Governor's Dislocated Worker Task Force is
part of the Arkansas Department of Workforce Services. I have attached some infomtation about the services we provide.

What exactly does sending an email about upcoming layoffs in Arkansas to a (probably unmonitored) government inbox accomplish? Do you want the governor to drive up to Omaha dress down the shareholders?
It would have been more effective to start a hashtag on Twitter.
