And if he can get laid off is that something that is done in practice? I haven’t seen that situation ever. I figure, if they wanted to cut someone they would do it right away instead of putting him on furlough.

You can get furloughed after you return from a leave of absence.
When the severance letter says you’re never allowed to be hired back and are not ever allowed on UP property again, that’s called laid off and feels a lot like fired. It’s their way of saying “thanks, but you’re dead to us. Now f--- off!”
This whole distinction between furlough and laid off is a relatively new thing. I remember back in the day people saying I got laid off and it was a temporary thing. Now because we have the PC culture we call “getting fired” laid off because it sounds more gentle and use furlough to mean temporarily laid off.

I think a lot of people don't understand the term furlough. A furlough is essentially a temporary layoff. That means when vacancies need to be filled you will be the first call back before outside hiring or transfers with no hiring process or competition. A layoff means you have no given right to be called back although a company may. With a furlough they have to call you first.
