He was probably eyeing 3PS as a target acquisition since they didn't stop developing technology 15 years ago. Perhaps then decided to make a pit stop on the way back deciding if the land value has increased enough at CDP yet to sell and relocate the plant to Houston.
You can put lipstick on a pig but it's still a pig. Or in the case of CP just a bunch of underachieving lazy arses. Relics of the past, so to speak.

Head honchos have visited other plants. I’d say which one I work at but if the plant is mentioned bosses start trying to figure out who may have sent it. The bosses are paranoid and scared someone may be snitching what is going on.
Consolidation, eliminate cost centers to make NOV smaller and more profitable. Then put a ribbon on it and sell it.
