Anyone know how to contact HR about the details of this? Does anyone know a name?

Another option is to resign on aug 1, taking new job as soon as possible and double-dip-yo. It’s the business model for wipro, many have multiple accounts. Also multiple identities/paychecks for a single unique individual, dats the wipro way.

Why 2 weeks notice? Communicate vaguely on July 8 verbally but not giving any notice. Like “man it’s been a wild ride and I will miss this place when I leave”. Then sick leave for that week. On AM of July 15 give two week notice effective 7/8 claiming they didn’t understand your July 8 comments but you are still “helping them out” for that week.there is no going back to XRX by policy, no reason to help them further.

So based on the official letter, it's going to be paid out in July which means July 15th or July 30th. If I have a job offer for another company currently I'm accepting, when should I notify Xerox that I'm resigning giving them 2 weeks notice?

A boundary case is those that have resigned prior to end of July. They may not get the bonus even if their last day is in August. Otherwise the August paycheck contains bonus.

If you are not to be layed off before July 30, you will see it in your August paycheck. That will indicate you are deemed “convinced to stay” so that actions up to year end do not frighten you. To avoid the remaining payout likely many more will be layed off. #TheIcahnWay

Remember, this is only if you didn't already get a raise in 2019, we are lucky as our core pushed them through in january so even though I got badged over I went with higher pay

We are pleased to announce the launch of the Employee Incentive Plan (EIP), a new way for eligible employees at the D04 level and below to earn a cash-based bonus. Under EIP, eligible participants will have the opportunity to receive a 5% bonus target based on salary earnings.

Because we have opted to introduce EIP as an alternative to annual raises this year, eligible participants will receive a 2% payment in July 2019, regardless of achievement of performance metrics, with the balance of the award to be paid out in March 2020, subject to company performance.*

Sixty days after we expect it, just like how we pay our vendors.
