Is their antivirus, encryption, and endpoint management infrastructure still so many versions behind that it’s unsupported by the vendor?

Nope. Matter of fact a number of the tech projects have had their budgets cut and resources cut therefore they are not meeting their intended goals & deadlines. They are all fighting for resources.
That dump is a joke and the biggest joke of all is the skinny jean wearing jerk in charge.
