I think you mean when it was Mellon there was some level of job security. With BNY added to the mix, it has been a constant tug of war between New York (BNY - haphazard, no stability) and Pittsburgh (Mellon - more controlled, more security). With his New York mentality, Chuck is only exacerbating the problem and hiring like-minded sycophants to further that mission.
