Does anybody know if the clubs in cook county area (IL) would pay minimum wage $12 for new hires??

I asked my manager at Sam’s and she believes all Sam’s Clubs in Cook will pay $13 effective July 1 since everywhere else in cook county minimum wage would be $12
I'm in Cook, (or Crook if you live here) County too and my understanding is that the current minimum starting pay is $13.00.
