It is a sales job (don't kid yourself). As far as not being able to talk about numbers. The HLC should attend some of the meetings with the leaders of the organization. Behind the closed doors is where the numbers and ideas happen. UOP can't pay based off enrollments, but what do you think referals are? I have watched managers beat the idea of referals into their staff's head. It is sad. Everyone is just trying to save their own at this point.
