You lay off ACs and FAs yet you keep CCCs and an academic manager who does nothing? If anything should be centralized, it should be them; especially given the new structure of certain campuses enrolling ONLY online. So, a student walks in one campus to be enrolled and passes by 9 other "local" EAs, but have to call an EA at another campus to be enrolled... Really
