It's not the CA AG lawsuit. It's not the bad press. It's not the faculty and staff. It's the prospect that their graduates who can't find jobs start picketing their campuses having signs such as "I am $40K in debt and can't find a job", "I am an IT graduate working at McDonalds", "I am a medical billing and coding graduate without a job after working as an intern", etc.
