Fire X low paid employees, give one bonus to the person who fired them. Next 2 weeks hire X+5. Start cycle over. Cities/hospitals/techs do it frequently. They get rid of employees, give out bonuses, "discover" the shortage of resources, hire more. Then they fire more, and give out bonuses.
