No. They are trying to hire to compensate for the VSP ... and the layoffs ... and the recent defections... and the expected defections in March. Having said that, they are trying to identify the talent they want to keep. But judging by the supervisors and managers they've already chosen, they don't know their good talent from their bad talent.
