Just heard that IT is going on an all IT baseball outing in July. Making cuts on my team only to blow it on a social outing?

Quit wasting money. Laying off people, denying promotions and laying off people and then blowing money for a select group of under performers.
Try to wine and dine the IT staff to keep them to stay long enough until outsourcing is complete.
It would take a LOT more than a baseball outing to improve morale.
Yeah, and I for one won't be going to that shindig. And I think anyone that does is just going out of obligation. More smoke and mirrors. I understand trying to boost moral, but it's too little too late.
That is small change. We are hiring loads of consultants at $100 per HOUR. Add that up.
