Ok, I don't really know one way or the other about the claims, but I will say this: The 21 day delay should be for new students after a certain day. I understand this might be an administrative problem, but that would avoid the shock of a sudden 21 day delay. My implementation method would slowly transition to a full 21 day delay, and the current students would still be funded right away.
