Do they expect staff to give 10% less? Will staff be penalized for giving 10% less? Does that mean I can work 36 hours instead of 40?
Many of the salaried folks work a 60 hour week...how screwed are they.

Yes, work less. They want that. It will make the decision to who they layoff easier.
