"If you don't turn over that cash, right away, we cannot meet payroll and will shut down. Do you want to refund all that federal financial aid to students who are nearly complete with their program? It will cost you more to not turn over the funds. TURN OUR MONEY OVER NOW. NOW. DO IT NOW." The Feds are probably thinking, "Sure it will cost us if we must refund some loans because the school shut down, but if we send that money today, then we will simply push the problem down the road a few days. What do we do when the problem is worse in a month or two?"
