Yes, I worked in Socle and there were quite a few. Basically anyone who knew and wanted to follow the rules would be deemed too "picky" and shown the door. So they didn't ever tell people to do anything wrong. They just kept hiring staff with no prior financial aid experience and getting rid of anyone who was finding discrepancies. Eventually it was the blind leading the blind and the funds flowed smoothly because nothing was really questioned regarding eligibility.
