In the 70s the Indians wanted to build a nuclear bomb. To get there, they needed top notch engineers, also they were developing weapons as the West was reluctant to sell top gear and the commies were falling behind. So, they had a HUGE effort to develop technical resources. In the end they developed the bomb with the help of thousands of top quality engineers carefully selected from hundreds of thousands of engineers. Also, in the 70s and 80s (and partially the 90s) the only industry where Indians were a decent competitor to the West was the military industry - so, they needed quality engineers to support the competitive effort. You have more or less the same situation in Russia (and other countries of the Communist block), most of their engineers kick ass, Israel and China... All countries with huge military industry capabilities. Now, cue in Clinton and globalization, H1B visa invention, lessening of our labor import standards and immigration standards...
