Finally a federal grand jury investigating for crimes. All the others are civil investigations seeking settlements (ie money).

The US Atorney would be pursuing a criminal cse, ot a civil case.

I don't think there is such a thing as a "civil" grand jury. The purpose of a grand jury is to determine if there is sufficient cause to file an indictment for criminal acts.
