The VSO is a slap in the face to those who have been with L3 for so long. They offered an early retirement early last year. What has changed?

You don't have to retire. If you were really lucky and had a job lined up, you could take the VSO. This is why software engineering was exempt from the previous offerings. It is a matter of timing and luck. There are still plenty of software jobs in salt lake city, and surrounding areas.
What is the difference? If you're eligible, then why not take the VSO, then start collecting your retirement?
