Does CCi have "administrative capacity to act as a fiduciary of federal student financial assistance funds?" Saving toner?

I do question how much "administrative capacity" CCi has when it takes months to admit the document production is not sufficient, that's including the statement "The Company takes its document productions obligations seriously and is continuing to expend substantial resources to comply with ED’s requests." So serious, yet not sufficient. In fact, "ED provided examples of where it felt the scope of the Company’s information provided was inadequate, and with certain of those examples stated that such examples would appear to be a serious and significant violation of the Company’s document delivery obligations under the July 3, 2014 Operating Agreement with ED." Was this the start of the "saving toner" campaign?

CCi management has put the blame on both instructors and students for the mess they are in. Perhaps the true culprit is the toner. Clearly the toner would be instrumental in producing the necessary documents. However, the documents were not produced, leading me to believe that that the toner was not performing up to standards. The "saving toner" campaign might be simply management's attempt to redefine the expectations that they have for the toner, hoping that it will lead to successful production of the necessary documents.
