If they shorten hours do they take away money if you are sallary employed not hourly

They should not be able to do that. They might switch you to hourly though. Minimum for salary is 30 or 32 hours per week.
It might matter what state you are employed in. In my state, they can do whatever they want. Check with your local EEOC. They can confirm for certain.
