Me: I know that these are very challenging times, but do we seriously need to do outreach using a script saying that everything is normal and our campus will simply transfer ownership? BOSS: Yes, do you have an issue with that? ME: Well yes. I don't see our own company telling its employees that everything is normal and we will simply transfer ownership. So how can I relay a message that I'm not getting directly myself? BOSS: just make the calls.

I'm assuming that the original poster did indeed use a script for leaving voicemail messages. I never got anything like that handed to me at my campus in Florida (I'm an on-ground instructor, FWIW), but I wouldn't be surprised if other campuses did things differently.
I do know of other instructors who would write out their own scripts for leaving VM.
I suppose he could have meant "script" in a hyperbolic or figurative sense.
How do you read from a script to do outreach? Isn't outreach a discussion? I get talking points but never heard of scripts outside of FA.
Student Services does outreach from a script, not faculty.
I got guidelines and talking points in regard to questions about sale
Who reads a script for outreach?
What department? Instructors don't use a script or make calls like that.
Good point OP
