CSW converting to a program management house rather than an engineering and manufacturing house? This would explain why there has never been a cut to program management.

You have all forgotten. Program management and general management were always considered the strongest CSW skills by CSW top management.
only reason they are hiring is to replace the people that keep perpetuating the great exodus, great plan manager peoples, the culture already sucked, now take away job security
"Hiring"?. More like hiring critical positions only. Given the incompetence of CSW management, a layoff is virtually assured. Better to start looking now. You know how these people are.... lies!
They are hiring so there is no layoffs good for a few more years
