What exactly is performance improvement plan? is it real chance for improving or they gonna lay you off either way? is any HR person part of the process for fairness?

I've seen several people cover from a PIP in QCT. Your department must really suck.
They will give you a chance, but it is very unlikely you will be successful. At that point everyone is already pissed beyond repair and the while process is painful for both the manager and HR, nobody likes it and they will rather be over ASAP, you should read this like "we give you some time to find a new job, but you will leave soon on your own or will be forced to do it"... I am yet to see someone recover, 22 years of experience, over 10 w/QCOM
