Many / most of the internal requisitions are opened by managers after they have already pre-selected the person / people then want to hire. They will interview some applicants to keep up appearances to HR and Intel. That is simply the way it works. It is better to find a new / better position by networking with fellow employees, talking to adjacent or partner business units, or working your way into a new / better position by setting up some formal employee development arrangements, i.e. working 20 - 25% of your time in a different role / business unit for a set time, e.g. 6 - 9 months. Do this with a formal development plan and the full endorsement of management.
