BTC started growing from 2018 to its current strength accelerated removing personnel from Global Project center in USA during covid times and axing jobs in multiple places through BTC utilization factor implemented across chemical , Upstream and refinery through enforcement from VP.
Current cost structure of global projects charging to project is expensive leading to reduction in personnel from functional in USA and hiring personnel from BTC to support brownfield and new projects.
Both centers KLTC and BTC has been specifically used to outsource job.
GP - 350 $/hr // Hat contractor - 125 to 150 $/hr // BTC - Less than 110 $ on Expat and support from India 71$/hr.
Potentially altering the demographics of the team distribution.
The hires from 2018 understood the culture of Exxon personnel coming as expats and used their political skills of influencing incorrectly to get lead roles / expat roles

Example : Mid 2018 group of experienced people came on a training trip to end up spending time in strip club and they are promoted to leadership roles / assignments quicker due to totally different outlook projected in BTC Office.
Currently new structural change are planned along with personnel with little experience in job promoted quickly to lead roles without consultation with team mates on best equipped personnel for a job.
It has been quite evident in recent times i.e. make few frivolous yammer post, make ground changing statements without any credibility to an expat supervisor with no knowledge of the functional skills to get lead / supervisor roles.
Informal feedback shall be collected to understand teams comfortability with some personnel as lead roles is completely missing.
Talented personnel never gonna return back with the company leadership team on both sides taking decisions based on cost / favoring (biases) if the culture continues.
