BTC started growing from 2018 to its current strength accelerated removing personnel from Global Project center in USA during covid times and axing jobs in multiple places through BTC utilization factor implemented across chemical , Upstream and refinery through enforcement from VP.

Current cost structure of global projects charging to project is expensive leading to reduction in personnel from functional in USA and hiring personnel from BTC to support brownfield and new projects.

Both centers KLTC and BTC has been specifically used to outsource job.

GP - 350 $/hr // Hat contractor - 125 to 150 $/hr // BTC - Less than 110 $ on Expat and support from India 71$/hr.

Potentially altering the demographics of the team distribution.

The hires from 2018 understood the culture of Exxon personnel coming as expats and used their political skills of influencing incorrectly to get lead roles / expat roles
(Culture of Indian EPC)

Example : Mid 2018 group of experienced people came on a training trip to end up spending time in strip club and they are promoted to leadership roles / assignments quicker due to totally different outlook projected in BTC Office.

Currently new structural change are planned along with personnel with little experience in job promoted quickly to lead roles without consultation with team mates on best equipped personnel for a job.

It has been quite evident in recent times i.e. make few frivolous yammer post, make ground changing statements without any credibility to an expat supervisor with no knowledge of the functional skills to get lead / supervisor roles.

Informal feedback shall be collected to understand teams comfortability with some personnel as lead roles is completely missing.

Talented personnel never gonna return back with the company leadership team on both sides taking decisions based on cost / favoring (biases) if the culture continues.

European and US employees need to unionize. Actually all employees need to form. The Executive greed will not stop unless forced by a collective power greater than them. Beyond Government, which is in their pockets already, unions are the only solution remaining.

If you think the US is being screwed by the technical pivot to India, you should see what's going on in Europe. Less than 2 years and it will all have been moved from Europe to BTC. All in the name of HC10.

Our team did a trial of bringing KLTC resource over for on site training. Several months down the road, it has been a failure. The ownership and drive isn't there like you get from a stateside resource. It has been a complete waste of time and money. All we get is low value work completed at a snail's pace. Another one is supposed to be hired and "trained" state side this year. I'm struggling to see any value in putting effort into outsourcing.

I have always wondered if local sites are actually telling the truth to their managers or if this is just a gimmick and the folks in charge know how incompetent this effort really is. My guess is corporate told the dh and sls to make this work so they have been misrepresenting the truth and corporate is so far removed they don’t know any better. At any rate this makes about as much sense as investments in China and Russia.

Even though XOM is in a commodity business, it's short-sided strategy like the BTC will ultimately backfire. The company doesn't have the scale it thinks to build significant knowledge base like the EPCs do (arguably not done well either). The next CEO and leadership teams will inherit this mess and have little optionality. The fact is, environmentalists shouldn't worry about bringing down XOM, it's current Management is well on its way to destroying it.

Yup. Recently asked to charge all to projects and zero to functional in BTC side so an expat personnel can sit in BTC office with good renumeration to potray leadership team overall cost is low.

If all expats sent out , the overhead cost goes away and BTC will look more attractive. For a few, many had to work hard and charge to projects with less hours budgeted and more hours spent on supporting out of office hours.
